| HUNTING HILLS HOMEOWNERS ASSOCIATION BOARD MEETING Tuesday, November 19, 2009 |
The meeting was called to order by President Brian Carroll at 7:20 PM.
President Carroll reported on the activities of the Homeowners Association last year and advised that
the Neighborhood Watch Program needs to be resurrected because of crime problems. Crime
increases during the Holidays and when the economy is weak. Our residents need to be the eyes and
ears for the police. We need to design an effective community communication program and form a
community patrol. The success of such programs depends on volunteers.
President Carroll introduced Officer Eric Orange who spoke on Neighborhood Watch Programs. The
first step is to have an organizational meeting and set goals for the program. The volunteers decide the
logistics such as management of the program, organization of watches or patrols, E-mail
communications, and community involvement such as “Night Out Celebrations”.
The benefits of Neighborhood Watch Groups are reduced crime, improved security, and a direct link to
the Roanoke County Police Department. Volunteers on patrol should not put themselves in danger but
should report problems to the police. There is no cost to organize a Neighborhood Watch Program
except for the purchasing of signs which state a neighborhood patrol is in effect. Groups which meet
monthly are more effective than those which meet only occasionally.
Officer Orange also advised that a subject has been taken into custody related to the break-in of cars
which occurred earlier in the year. Hunting Hills is one of the safest areas in the Roanoke Valley and
nothing has happened lately in the area. Speeding continues to be a concern especially on Hunting
Hills Drive.
We have “No Solicitation” signs posted to the entrances to our community. If someone does not want
solicitation on their property they should also mark their property individually. If people knock on your
door to sell products you should record the license plate number of their vehicle and call the police.
The game warden has control of the treatment of wildlife not the Roanoke County Police.
President Carroll thanked Officer Orange for his participation and attendence and continued with his
report.
Recently there have been several sightings of Black bears in Hunting Hills near the Blue Ridge
Parkway. The bears seeking food are tearing into bird feeders, trash cans and pet food left outside.
The most effective solution for all concerned is to remove the food sources so the bear will leave. If the
bear does not leave and becomes a nuisance it would probably have to be killed. Please report to
President Carroll any property damage caused by the bear.
We need more volunteers and community involvement in the Homeowners Association. We wanted to
increase membership but were unable to do this. It is not possible to require residents to belong the
association.
The directory has no advertising this year as the directory was late in publication.
We attempted a trail project within the community but were unable to complete plans.
The summer social did not occur because of cost.
The minutes were approved as corrected. In paragraph 12 the sentence “Legitimate financial
institutions do make inquiries…..” was changed to “Legitimate financial institutions do not make
inquiries…..”.
The motion was made, seconded and carried to keep the annual dues of $45.00.
Our quarterly meetings are opened to any Hunting Hills resident who would like to attend. Meeting dates
are posted on the website. We are now using signs in the neighborhood to announce meetings on the
day of the meeting.
Various comments were made by the membership concerning the need for membership in the
Homeowners Association and ideas to encourage membership including a welcome committee and
District Representatives as contact points. The need for Dining Memberships in the Hunting Hills
Country was also discussed. The country club contributes to the home values and should be supported
by the residents.
President Carroll presented the slate of new officers for 2010 who were unanimously elected. The new
officers are:
President - Amy Bagliani
Vice President - Niles Harvey
Treasurer - Connie Vaughn
Secretary - Linda Habermann
Parliamentarian - Brian Carroll
Sandi Cole suggested that we make residents aware of the web-site as it will be difficult to obtain
everyone’s E-mail address. Volunteers are needed to help with the web-site and E-mail communication.
