HUNTING HILLS HOMEOWNERS ASSOCIATION  
BOARD MEETING
Wednesday, April 22, 2009
The meeting was called to order at 7:09 pm by President Brian Carroll.

Secretary’s Report:
The minutes were approved as corrected, the correction being the spelling of “intends”.

President’s Report:
President Carroll had no report.

New Board Member Richard Wyth introduced himself.  He has lived on Woodchuck for 3 years.

Angie Beckner reported that attempted home robbery occurred on Flintlock Drive.  The police
responded but no arrests were made.  There was also an attempted abduction of a woman in Cotton Hill.  
Angie suggested that the HHHA notify association members immediately by E-mail of any attempted or
completed crimes in the area.

Old Business:
President Carroll reviewed the situation with the walking trails.  There has been no change since our
last meeting.  If  the neighborhood wants the trails we should talk with the greens committee at the
country club direct and walk the proposed trails with them.

Treasurer’s Report:
The Treasurer’s Report was approved as read.  Balance on h and was provided.  We are at 55% of
homeowners paying dues.  We need to make sure that our community residents know what the
Homeowners Association has accomplished.  As of now, we are judged on the invitation to the annual
meeting and the directory. Last year most money was spent of new signs and landscaping.  President
Carroll explained a pie chart of our expenses last year and projections for this year.

We need to increase membership.  Right now we are running a deficit in the budget and this could
reduce our money on hand quickly if we do not increase membership.  The budget has been reduced to
reflect the deficit.

Old Heritage maintained the common areas until the last 4 years.

We may have to pay taxes on revenue received from selling ads in the directory.

The budget was approved as presented.


Committee Reports

Beautification:
Triangle plantings at the intersection of Hunting Hills Drive and Fox Ridge Road have almost been
completed.  Two more plants are coming and seasonal color plantings will be done at the entrances to
the community.

Colleen Stone asked if we are going to approach Dental Dental anymore about replacing our sign on
their property.  President Carroll advised no because we would have to purchase the rights to erect the
sign.

President Carroll advised that we need to review all contracts of which we are a party including the
country club and Lawn Barber.

President Carroll reported that he sent a letter to Dan Collins, VDOT,  expressing our safety concerns
and requesting a guard rail at the area of Hunting Hills Drive and Rt.  220. He met with Chris Jackson of
VDOT who advised that VDOT has a priority system based on traffic, severity of needed repairs, and
budget constraints but if we want a guard rail it could be installed immediately.  Constructing and
installing a guard rail would result in the lost of our sign (which could not be replaced), landscaping and
split rail fence.  The guard rail could be constructed of galvanized steel or rustic looking materials.  A
vote was taken of  the officers and representatives and the guard rail was voted down as it would  it
would result in the loss of our sign and beautification project.

VDOT wants to know our priorities as after July 1st 2009, their focus will be on interstate highways.  We
need to advise them of our needs and concerns before then.
Sandi Cole advised that VDOT said that we do not meet criteria for stop signs on Hunting Hills Drive.

President Carroll reported that he has sent a letter to Officer Eric Horn, Roanoke County Police asking
for suggestions to improve traffic safety.

Club Liaison:  
Debbie Melnik stated that nothing became of discussions of the Country Club to merge with Roanoke
Country Club.  Whitney asked if the Country Club has any plans of being refurbished or if corporate
memberships exist which they do not. Debbie will investigate.

Government Liaison:
Joe Lemmer reported that the plans for the new library are still being revised and the Walmart impact
plans are still being studied.

Angie Beckner reported that Rocky Dale Quarry is working to reroute its traffic to the exit near the
Outback Restaurant on Rt. 220 but the VDOT portion of the project is not funded yet.

Membership Report:
Gary Powers reported that the earliest he can start on the directory is May 1, 2009.  It was decided that
we will sell as many ads as possible.  Current rates are Business Card $25.00, One-half page $50.00, Full
page $100.00 and Colored Page $125.00.

President Carroll moved that we keep the same rates.  The motions was seconded and  carried.
Gary Powers will send E-mails to former advertisers and members who have not renewed their
membership.

Joe Lemmer suggested that members names be highlighted in the directory

Security & Safety Report:
President Carroll reported on the attempted armed robbery on Flintlock the week of April 12, 2009.

Gary Powers moved that we establish a Hunting Hills Security Alert system to E-mail residents about
crime as part of a neighborhood watch program.  This motion was seconded and passed.  If anyone has
anything to report advise Gary.

Streets and Lights:
Sandi Cole posed the question how do we prioritize road needs?  Re-paving is out of the question as
are stop signs of Hunting Hills Drive.  Old Heritage is not in favor of a gate on Crossbow Drive at RT. 220
so it will not be done.

We need to make a list  of areas of the roads which need to be patched...  President Carroll should be
advised of these areas by next Wednesday.

Joe Lemmer reported that the shoulders of Hunting Hills Drive near Starkey Road are being used a
parking lot.  He suggested that a split rail fence be installed to prevent this parking.  He will get prices
for the fence.


New Business:
We are in need of a new Vice-president as our current VP is moving and is unable to serve.  Please
advise President Carroll if you are interested in serving in this position.

Everyone, especially District Representative, should encourage your neighbors to join the Homeowners
Association.

Our contract with Lawn Barber has not been signed yet as Lawn Barber has not been specific with
details.

Gary Powers moved that we establish Good Neighbor Guidelines to be added to our website, and
published in the directory and put into new neighbor packets.  The motion was seconded and carried.

The Homeowner’s Association Picnic has been cancelled as we unable to come to an agreement on
costs.

The next meeting will be August 18, 2009, at 7pm.
Discuss took place as to whether we should meet more often, limit the length of the meetings and stick
to a strict agenda.  No motions were made concerning these issues.

President Carroll established a new district in the Hunt Camp area.
